Development Feasibility. The two most expensive questions in development, answered.

What should I build? Is it profitable?

Most of a project's cost and risk is decided before a shovel is in the ground. A feasibility study settles both questions before you commit.

The Expensive Path

The expensive path.

Answered the usual way, these two questions mean assembling a dozen professionals: a lawyer, a planner, an architect, an engineer, a realtor, a builder or cost consultant, a lender, a mortgage broker, and a financial analyst, each at their own fee. It commonly runs up to thirty thousand dollars and months of time, and it often ends in no build: the massing comes back too small, the density does not pencil, or the approval risk is too high.

Thousands spent, months lost, nothing built.

The Integrated Solution

The integrated solution.

TESA brings all of it into one study: one comprehensive, coordinated feasibility study, delivered in days, not months, at a fraction of the cost of assembling it piece by piece. One unified report, one point of contact, and the full picture you need to make the decision yourself.

Built by the Whole Group

Built by the whole group.

This is why it can be done as one study. Each of the four divisions owns its part of the analysis, and TESA coordinates the whole, so what arrives is one report rather than a stack of separate opinions.

One coordinated team

The feasibility study

Together they build one study. If you proceed, the same group executes it: the brokerage transacts, Development builds, SKLTN frames, and Capital structures the capital behind the project, alongside licensed lenders. Taken as one bespoke engagement end to end, that is Signature Build.

The Deliverable

A unified, investor-grade report from one coordinated team, one point of contact, delivered in 10 to 15 business days. Rush order available upon request.

00Executive summary and recommendation: the call, the numbers behind it, and the risks, on the pages a partner or lender will read

01 · What the City will let you build

01.1Planning and environmental layers reviewed: official plan land use, site and area specific policies, avenue studies, major streets and rights of way, secondary plans, ravine and TRCA regulation, archaeological potential, slope hazard, natural heritage, environmentally significant areas, and more
01.2Zoning envelope resolved to the metre: permitted height and storeys, floor space index, lot coverage, front, side and rear setbacks, building separations, permitted encroachments, landscaping and soft landscaping minimums, parking and bicycle parking, and access
01.3Chapter 900 exceptions read against your lot: site-specific exceptions often override the base zone, and they are read line by line rather than flagged as existing
01.4Maximum unit count, and the single provision that limits it
01.5Every building form the zoning permits on your lot, tested: fourplex, fiveplex and sixplex in a detached house form, the semi-detached houseplex, the duplex, a garden suite in the rear yard, a laneway suite where a lane exists, and an apartment building where the zone allows one. Which of these apply depends on your zoning.
01.6Severance assessment: whether the lot can be divided, with the resulting frontage and area measured against the minimums and the shortfall stated as a percentage
01.7Dimensioned site plans for the recommended scenario and every workable scenario: metric and imperial, with setbacks, building separations, lot coverage and the garden suite envelope shown against the requirement rather than just drawn
01.83D massing of the recommended scenarios, rendered

02 · Whether it pays

02.1Market rent study, by unit type and size: comparable rentals in the immediate area, achievable rent for each unit type at each size, the tenant profile the building will attract, area demographics, and expected absorption, ending in a recommended unit mix and unit sizes optimised for what the market will actually pay
02.2Hard and soft costs, itemised: construction, municipal fees and permits, consultants, legals, insurance, property taxes through construction, project administration, financing costs, and more
02.3Development charges and exemptions: including the units two to six exemption where it applies
02.4Investor-grade pro forma, with CMHC scenarios modelled for MLI Select and Standard: with a year-by-year cash flow over a 5 to 10-year hold, so you see how the building performs well past the stabilized year
02.5Return metrics: debt service coverage, return on investment, return on equity, internal rate of return and yield on cost
02.6Equity and financing requirements modelled to the capital stack: in the form a lender, investor or partner expects to receive it, and built to raise capital against

03 · What it takes to get approved

03.1The approval position for the option you select: as of right, the Committee of Adjustment route, or the rezoning pathway
03.2Variance roadmap: each provision you fall short on, what is required, what your scenario provides, the gap as a percentage, and the remedy
03.3Committee of Adjustment precedent nearby, with the outcomes
03.4Bonus. Comparable development applications in the area, open and under appeal
03.5Required studies and reports checklist for the path you choose
03.6Servicing and flood screens: sewer and watermain context, flood exposure and basement flooding study areas
03.7Fire access screen: hydrant coverage and the Toronto Fire Services run area serving the site
03.8Title and survey notes, and what must be confirmed before you commit

As of Right

Approval risk, lowest

Builds only what the zoning already permits. Little or no minor variance, so the timeline is the shortest of the four and the outcome the most certain.

$2,490plus HST

Optimal Variance

Approval risk, low to moderate

Pushes into minor variances the Committee of Adjustment is likely to approve, with the study weighted to yield and return rather than the path of least resistance. Where we suggest most sites start.

$2,990plus HST

Maximized Development

Approval risk, medium to high

Chases the highest density the site will carry, through site plan approval, an official plan amendment or a rezoning. The longest timeline, and it can be refused. Quoted per site because the work depends on what we are arguing for.

Free Property Consultation

Start with a free property consultation.

Before any feasibility study, we start with a free property consultation: we look into your property and walk you through what we find in a short virtual meeting. Sometimes that conversation is enough to point you in the right direction, and if we do not believe a project is feasible, we will tell you so before you spend a dollar. Send the address, and we review the property and sit down with you to go through what we found. Rush order available upon request.
